Costs and pricing
Part of What do local service marketing costs and pricing look like in England?
Local service marketing hidden costs in England: VAT, ICO fee, staff time and other lines a quote omits
Local service marketing hidden costs in England: the VAT, data protection fee, staff time, content and software lines that sit outside a headline quote.
Two quotes for local marketing rarely compare like for like. The lower figure often leaves out tax, fees and your own time. This list names the cost lines a headline quote can omit, with official figures where they exist and clearly labelled arithmetic where they do not.
What to take away
- VATask whether the quote shows it separately.
- ICO data protection feecheck whether it applies to you or you are exempt.
- Staff time is often the largest hidden line, and it never appears in a quote.
- Content, software seats and review management are common extras.
- Use the costs and budget guide to map every line before you sign.
Where the money actually goes
VAT and the registration threshold
A net quote and a gross quote are different numbers. The standard VAT rate is 20%. Net prices look lower, so compare like with like. Ask each supplier to state prices with VAT shown separately, and whether they are registered.
The ICO data protection fee
Local lead generation means handling names, phone numbers and addresses. Under the Data Protection (Charges and Information) Regulations 2018, organisations (including sole traders) that use personal information need to pay a data protection fee unless they are exempt.
The fee has three tiers, and the cost is reduced by £5 with a direct debit.
| Tier | Who it covers | Fee |
|---|---|---|
| Tier 1, micro organisations | Turnover up to £632,000, or no more than 10 staff | £52 |
| Tier 2, small and medium | Turnover up to £36 million, or no more than 250 staff | £78 |
| Tier 3, large | Anyone outside tiers 1 and 2 | £3,763 |
Check your position before you buy a call-tracking number or a customer list, because both increase the personal data you hold. See call tracking for what it records.
Staff time
Someone has to answer leads, update listings and learn the platforms. Time is a real cost even when no invoice arrives. Value it at a stated rate and write the rate down.
Illustrative arithmetic only: at a notional £30 an hour, five hours a week on a Google Business Profile and enquiry handling is £150 a week. Over four weeks that is £600 a month. The rate and hours are inputs you replace with your own.
Budget lines people forget
Content and local pages
Generic service pages rarely rank for town-level searches, so each target town may need its own page with local proof. Ask any supplier whether the quote covers one page or one per town. Multiply the per-page price by the number of towns before you compare.
Software seats and tools
Most marketing software is priced per seat. Ask for a list of every tool and its monthly charge, including scheduling, call tracking and review software. Add them across a year, then compare with the supplier's fee.
Reputation and review management
Reviews drive local leads, but replying takes time. Budget a monthly session, and look at review generation before you pay a platform for it.
Cost lines at a glance
| Cost line | Why a quote may omit it | What to ask or check |
|---|---|---|
| VAT | Quote shown net | Is VAT stated separately? Is the supplier past the £90,000 registration threshold? |
| ICO data protection fee | Not a supplier cost | Does it apply to you or are you exempt? |
| Staff time | Never invoiced | How many hours, at what rate? |
| Local pages | Priced per page | One page or one per town? |
| Software seats | Billed by other vendors | Full tool list with monthly charges |
| Review management | Treated as optional | Who replies, and how often? |
Compliance checks before spend
Advertising claims for local services need evidence behind them, so a pre-flight check is cheaper than rewriting creative after a complaint. The advertising rules guide lists the checks. Handle personal data in line with the data protection guide before any campaign starts.

Common questions
Are hidden costs the same across England?
No. Costs vary by region and supplier, but the categories are similar. Use the table above as a checklist.
How do I spot hidden costs before signing?
Ask for a full list of fees, including software seats, content and compliance checks. If a supplier cannot itemise, treat that as a warning.
Can I avoid hidden costs entirely?
Some are unavoidable, such as staff time. Others, like duplicate software, can be cut by auditing what you already pay for.
